Project Assurance & Recovery

Good and effective management and control of programmes and projects is essential to the successful delivery of business objectives and outcomes.

To help achieve this, periodic project or programme reviews and health checks spread over the life of a project/programme can provide early warnings of potential problems; and will help management and team members to ensure that the business outcomes are achieved and that project and programmes are run in the most effective way.

Some common areas of concern include:

  • Issues with scope – either not defined well enough to begin with, or not being manged well leading to scope creep and additional cost;
  • Resource availability and/or capability – poor management of project resources, and poorly trained or inexperienced staff will impact your ability to deliver on time or to the required quality.
  • Roles and responsibilities – poorly empowered teams and “too many cooks” stepping on each other’s toes;
  • Insufficient project monitoring and control – leading to runaway costs, unmanaged risks and unrealised objectives or no benefits.

 

Health Check Review

For a Health check review to be effective, it must be independent, have open access to all information and stakeholders and, in order to get the best information from those interviewed, any issues identified will be non-attributable i.e. anonymous. Innovatio Systems has developed an assurance and health check process, based on proven OGC (Office of Government Commerce) methods, to provide a confidential, independent and alternative view of all aspects of the project or programme. The review involves the following steps:

1. Preparation & Assessment

  • An initial meeting with the ‘Owner’ of the project/programme to develop a clear brief that identifies what the health check should focus on.
  • The ‘Owner’ is usually the person who is responsible for the outcomes of the project. In larger organisations this would be the Project Director or the Senior Responsible Owner (SRO), whereas in smaller organisations this would be a Director or even the Managing Director.

2. Document Review

  • The Reviewer (or review team) will check documentation such as contracts, specifications, Project Initiation Documents, Project Reports, Risks, Assumptions, Issues & Dependencies (RAID) logs, and any other documentation that will help shed light on the project.

3. Stakeholder Interviews

  • These are conducted through coaching style conversations with key stakeholders and project team members involved in running the project to gain insight into project health and progress.

4. Analysis & Summary

  • Following the review, typically lasting no more than 2 or 3 days, the information gained from the interviews and document review is analysed and the key issues identified.

5. Report & Presentation

  • An assessment is produced and is a factual, evidence based and non-attributable account that that summarises the state of the project, highlights areas of good practice and areas for concern.
  • A summary RAG status is allocated to each identified issue, and then to the overall project to provide an indication of how well the project is meeting its objectives.
  • Recommendations on how to correct the identified issues are provided and with the agreement of the senior executive (or Senior Responsible Owner), a follow up review is proposed to ensure that the corrective actions have been taken.

Sometimes, the project is so far off track that it can only be identified as a failing project and in need of rescue and recovery.

 

Project Rescue & Recovery

The startling statistics about project delivery are also quite sobering:

  • Almost 33% of all projects are at risk of failing
  • Only 40% of projects meet all of their objectives
  • On average, 15% of projects will fail

So how do you stop your project becoming one of these stats, and if it is failing what can you do? Recognising the signs of failure is the first step in recovery. Innovatio Systemsis adept at recognising when a project is at risk of or is in failure. We will work with you to understand how and why your project is failing and develop a rescue plan that we can then take forward. Some of the most common causes of project failure include:

  • Unclear or a lack of agreement about requirements
  • Insufficient or unskilled resources
  • Unrealistic timescales or budget
  • Poor planning
  • Unidentified or ignored risks
